WEST HAGBOURNE PARISH COUNCIL

Minutes of the Parish Council Meeting duly convened and held on Wednesday 8^th January 2014 at The Hagbourne Hall, East Hagbourne

Present: Cllrs M. Butler (Chair), H. Lewis, V. Brownsword and M. Thornhill.

In attendance: L. Dalby (Clerk) and 5 members of the public.

1. Apologies for Absence

Apologies were received from Cllr Setch.

2. Declarations of personal and prejudicial interest

There were none.

3. Public Participation

Residents raised concerns about Planning Application P13/S3812/HH

Proposal: Removal of entire roof addition of a one and a half storey side and rear extension, erection of a new roof with an increased pitch in order to give accommodation at first floor and the erection of a porch. Address: Silva Felix York Road West Hagbourne OX11 0NH

It was agreed that a Planning Meeting will be held on 22^nd January.

Another residents raised concerns about the proposed Solar Farm which is to be constructed in an Area of Outstanding Natural Beauty. The Clerk will try to find further information about the proposals.

4. To confirm and sign as a true record the minutes of the last meeting of the Parish Council

held on November 6th 2013

The minutes of the last meeting were agreed and signed by the Chairman.

5. District Councillor ‘s Report – Leo Docherty

There was no report.

6. County Councillor’s Report – Patrick Greene

There was no report.

7. Clerk’s Report

The Clerk and Cllr Brownsword were unable to help a resident obtain sandbags as the SODC out of hours phone was not answered.

There have been problems with drivers ignoring the Road Closed Signs creating bow waves which are damaging properties.

It was agreed that the correct details of who to contact in an emergency should be published on the website.

The Clerk will also arrange a meeting with SODC and OCC to discuss the maintenance of the drains and gullies in the village which have contributed to the flooding problems.

8. Finance

The precept was confirmed as £5560.

9. Skip Hire

It was agreed to hire a skip in late March/early April. A site for the skip needs to be confirmed.

10. Community Governance Review

The Clerk will confirm if the suggested boundary change leaves the buffer zone in West Hagbourne before responding to the consultation.

11. Parish Plan

No report.

12. Highways and Footpaths

The Church path was cleared by the working party. It was agreed to organise another working party to clear more of the path.

13. Correspondence

OCC has asked the Council to confirm that it remains the policy of the council not to want street lights. The Clerk will confirm this remains the policy of the council.

15. Future Meetings

The date of the next meeting of the Council was confirmed as March 5^th 2014 to be held at Hagbourne Hall, East Hagbourne, commencing at 7.30pm.
